SMDV, a Vaccine Distribution System that Reaches All Over Indonesia

The pandemic due to Covid-19 has recorded millions of cases, including hundreds of thousands of fatalities, until the end of 2021. To restore the condition of the nation, the government seeks to restore public health conditions and improve the economy, through a vaccination program. This effort will only be successful if the distribution of the Covid-19 vaccine is carried out as soon as possible, with the quality of delivery that occurs.

PT Bio Farma (Persero) as the country's pharmaceutical holding, won the trust of the government to carry out the distribution of the Covid-19 vaccine. At that time, the challenge was to find a way to deliver more than 400 million vaccine doses to 514 districts spread across 34 provinces. 

There are as many as 17 thousand health facilities located in various geographical areas, to serve tens of thousands of islands in Indonesia. "So we came up with a solution called the Vaccine Distribution Management System," said Bio Farma's Chief Transformation & Digital Officer , Soleh Ayubi.


SMDV, a Vaccine Distribution Solution to Reach All Corners of the Country

Telkom provides support to BioFarma through a solution in the form of a Covid-19 Vaccine Distribution Management System (SMDV). This solution is here to help Bio Farma in supervising the distribution of vaccines from production centers to various locations throughout Indonesia.

The solution covers both financial and non-financial aspects, namely through:

  • Physical and Digital Identification:
    SMDV provides protection with a value equivalent to IDR 1.7 trillion for BioFarma from potential fraud through physical and digital identification of the distribution of the Covid-19 vaccine.
  • Authentication:
    There is a Track and Trace (TNT) system with specific QR codes as well as continuous tracking that supports Bio Farma in preventing counterfeiting. This solution is proven to bring benefits with a value of around Rp5.1 trillion.
  • Quality Assurance:
    The TNT system is able to boost the acceptable quality level (AQL) from 90% to 95%. Its value reaches around Rp4.26 trillion.
  • Decision Making Support System:
    Telkom through SMDV provides 24-hour non-stop support to anticipate disruptions, as well as provide recovery as quickly as possible. There is a Dashboard system that is able to analyze and assist the decision-making of stakeholders, namely BioFarma, Telkom, the Ministry of Health, the Ministry of SOEs, and local governments.


SMDV Prevents Potential Losses of Trillions of Rupiah

With the support of SMDV, Bio Farma succeeded in distributing the Covid-19 vaccine to every region of Indonesia, which eventually contributed to the success of the government's program to end the pandemic. Through SMDV, Bio Farma can also avoid potential brain losses of more than IDR 11 trillion from vaccine distribution.

In the end, BioFarma also received the Indonesia Industry 4.0 Readiness Index (INDI 4.0) award from the Ministry of Industry in December 2021, for the Supply Chain Management category.
